A pallet gate is a safety gate fitted at the open edge of a mezzanine floor where pallets and goods are transferred between the ground floor and the upper level by forklift. It provides continuous edge protection throughout the loading and unloading process: as one side of the gate opens to receive a pallet, the other side closes automatically, ensuring the edge is never left unguarded.

Pallet gates are required by Approved Document K of the Building Regulations and must comply with PUWER (the Provision and Use of Work Equipment Regulations 1998). Specifying and maintaining the right pallet gate for your mezzanine and your handling equipment is a health and safety obligation, not a discretionary addition.

If your mezzanine floor is used for pallet storage or goods handling, a pallet gate is not optional. The open edge of a mezzanine at the point where goods are loaded and unloaded is one of the highest-risk locations in any warehouse or industrial environment. A correctly specified and properly maintained pallet gate eliminates that risk.

What is a mezzanine pallet gate and how does it work?

A mezzanine pallet gate is a counterbalanced safety gate installed at the pallet transfer edge of a mezzanine floor, the open section of the mezzanine where a forklift deposits or retrieves pallets from the upper level. The gate controls access to the edge and ensures that the edge is never left open and unguarded.

The defining feature of a pallet gate is its counterbalanced, self-closing mechanism. The gate is designed so that continuous protection is maintained throughout the loading and unloading process. When the operator opens the inward-facing side of the gate to allow access for loading, the outward-facing side simultaneously closes, preventing anyone on the mezzanine from stepping or falling through the open edge. When loading is complete and the inward side is closed, the outward side can be opened to allow goods to be moved away from the edge on the upper level.

This interlock principle, continuous protection at all times, is what makes a correctly designed pallet gate different from a simple swing gate or chain barrier. A simple gate or chain can be left open. A properly designed pallet gate cannot be left in a state where the edge is unguarded.

There are several pallet gate configurations available, and the right choice depends on the type of handling equipment used, the pallet size and weight, the available deck opening dimensions and the frequency of use.

Single-depth counterbalanced pallet gate

The single-depth counterbalanced gate is the most commonly used type and the standard specification for most mezzanine floor pallet access points. It consists of two leaves mounted on a central pivot. One leaf faces inward toward the mezzanine; the other faces outward toward the loading edge. The counterbalance mechanism ensures that when one leaf is raised or pushed, the other leaf simultaneously moves in the opposite direction, maintaining continuous edge protection.

Single-depth gates are suitable for standard euro pallet dimensions (1,200mm x 800mm) and most industrial pallet dimensions. They are available in standard widths from around 900mm to 2,400mm and are the most economical pallet gate option.

Double-depth counterbalanced pallet gate

A double-depth pallet gate provides a longer opening depth than a standard single-depth gate, accommodating longer pallets or double-stacked loads that extend further beyond the mezzanine edge during transfer.

The gate design is the same as a single-depth, but the leaves are longer to cover the extended pallet footprint.

Double-depth gates are specified where standard-depth gates would leave part of the load area unguarded during transfer.

Full-height pallet gate

A full-height pallet gate extends the protection from the deck level up to the underside of the balustrade, providing edge protection across the full height of the mezzanine opening rather than just at deck level. This is specified in environments where smaller items, loose components or personnel might otherwise be exposed at heights above a standard pallet gate. Full-height gates are more commonly used in environments handling mixed loads rather than purely palletised goods.

High-frequency and heavy-duty pallet gate

Standard pallet gates are designed for moderate-frequency use. In high-throughput environments where the gate is operated many times per shift, every day, a heavy-duty specification is required. Heavy-duty gates use more robust pivot mechanisms, heavier structural sections and more durable pivot bearings. Under PUWER, work equipment must be appropriate for its intended use, which means a standard-specification gate on a high-frequency loading point is not compliant even if it is technically functional.

Powered pallet gate

Powered pallet gates use an electric or pneumatic actuator to open and close the gate, operated by a control panel or foot pedal rather than manually by the forklift operator. They are specified where manual operation is impractical, where the gate is located in a position that makes manual operation awkward, or where the operational requirement is for hands-free operation. Powered gates are more expensive than manual equivalents and require an electrical supply to the mezzanine edge.

Mezzanine Pallet Gate Regulations

Mezzanine pallet gates are subject to two separate but overlapping regulatory frameworks: Building Regulations (Approved Document K) and PUWER (the Provision and Use of Work Equipment Regulations 1998). Both apply. Compliance with one does not guarantee compliance with the other.

Approved Document K: Protection from Falling

Approved Document K of the Building Regulations requires that all open edges of a mezzanine floor are protected by guardrails to a minimum height of 1,100mm, with infill gaps no greater than 100mm. At pallet loading edges, the gate must maintain this edge protection at all times during normal operation.

The pallet gate specification must therefore ensure that the opening at the edge is never left unguarded, even momentarily during a loading or unloading cycle. This is the regulatory basis for the counterbalanced design: a gate that can be left open in a single operation does not meet the continuous protection requirement of Approved Document K.

Building Regulations also require that pallet gates are included in the structural design drawings and specifications submitted as part of the Building Regulations application for the mezzanine floor. The gate positions, dimensions and type must be documented and approved before installation begins.

LOLER: Lifting Operations and Lifting Equipment Regulations 1998

LOLER applies where a pallet gate is used in conjunction with a goods lift or powered lifting equipment. Where goods are lifted through or over a gate as part of a powered lifting operation, LOLER requirements apply to the lifting equipment and the associated safety devices. For standard manual pallet gates used in conjunction with a forklift operating at ground level, LOLER does not directly apply to the gate itself, but does apply to the forklift.

PUWER: Provision and Use of Work Equipment Regulations 1998

PUWER applies to all work equipment, and a mezzanine pallet gate is work equipment under the definition of the regulations. PUWER requires that work equipment:

  • Is suitable for the use for which it is intended (Regulation 4)
  • Is maintained in an efficient state, in efficient working order and in good repair (Regulation 5)
  • Is inspected at suitable intervals by a competent person (Regulation 6)
  • Incorporates appropriate measures to prevent access to any dangerous part (Regulation 11)
  • Carries appropriate markings and warnings (Regulation 17)

In practice, PUWER means the gate must be the right specification for the actual operational demands placed on it, it must be inspected regularly, and any defects must be identified and remedied promptly. A gate that is worn, out of alignment or difficult to operate is non-compliant under PUWER even if it was correctly specified when new.

PUWER also places obligations on employers in relation to training. Forklift operators using the pallet gate must be trained and competent in its correct operation. A gate that is frequently operated incorrectly, for example being propped open or bypassed, represents both a regulatory failure and a serious fall risk.

How to specify the right pallet gate for your mezzanine

Specifying a pallet gate requires information about the physical dimensions of the opening, the type and size of pallets being transferred, the handling equipment in use and the frequency of operation. Getting these details right at the design stage avoids costly replacement or modification after installation.

Opening width

The gate width must match the clear opening in the mezzanine deck at the pallet transfer point. The opening needs to be wide enough to accommodate the pallet size plus the width of the forklift forks with clearance on each side. A standard euro pallet (1,200mm x 800mm) transferred on a standard counterbalance or reach truck typically requires an opening of 1,800mm to 2,200mm, depending on the fork spread. Measure the actual forklift fork spread at the operating position, not just the pallet width.

Opening depth

The gate depth needs to accommodate the pallet footprint as it sits in the opening during transfer, with the forks fully extended and the load positioned correctly. Standard single-depth gates are adequate for most euro pallet operations. Longer industrial pallets, or operations where pallets are deposited with significant overhang, may require a double-depth gate.

Pallet weight and load capacity

The gate must be rated to withstand the loads imposed on it during normal operation. This includes incidental contact from forklift forks and loads, not just the static weight of a pallet sitting in the opening. Heavy-duty gates are specified where loads exceed 1,000kg or where the gate is subject to frequent or forceful contact. The rated load capacity of the gate should be clearly marked on the gate itself.

Handling equipment type

Different handling equipment operates at different heights and approaches the mezzanine edge from different angles. A counterbalance forklift, a reach truck and a hand pallet truck all interact with the gate differently. The gate specification must be compatible with the equipment being used, including the mast height, the fork projection and the approach path. Where the equipment is likely to change over time, specify a gate that accommodates the widest range of likely equipment.

Operating frequency

A gate operated ten times per day requires a different specification from one operated two hundred times per day. High-frequency operation accelerates wear on the pivot mechanism, the counterbalance spring or weight and the gate leaf itself. Assess the realistic operating frequency across all shifts and specify accordingly. Under PUWER, the gate must remain in efficient working order for the full operating cycle expected of it.

Number of gates

Most mezzanines have one pallet access point and require one gate. Large mezzanines with multiple loading points, or mezzanines with separate inbound and outbound pallet flows, may require two or more gates. The position of each gate must be included in the Building Regulations drawings. Each gate must be independently compliant with Approved Document K and PUWER.

Pallet gate installation

Pallet gates are installed as part of the mezzanine floor installation in the majority of cases. The gate is fitted to the edge upstand of the mezzanine deck at the designated pallet access point, with posts anchored to the mezzanine structure. The gate must be correctly aligned to operate smoothly throughout the full cycle and must close securely without leaving any gap that would allow a person to fall through.

Where a pallet gate is being added to an existing mezzanine floor that was installed without one, the installation requires a structural assessment of the mezzanine edge to confirm that the gate posts can be adequately fixed. A gate that is not properly anchored to the structure does not provide compliant edge protection.

After installation, the gate should be tested through a minimum of ten full operating cycles to confirm that the counterbalance mechanism operates correctly, that both leaves close fully and securely, and that there are no gaps in the edge protection at any point during the cycle.

Documentation of the gate installation, including the gate specification, load rating and PUWER risk assessment, should be included in the mezzanine handover pack. This documentation is relevant for both future inspections and any insurance review of the mezzanine installation.

Pallet gate maintenance and inspection requirements

Under PUWER Regulation 5, work equipment must be maintained in an efficient state, in efficient working order and in good repair. For a mezzanine pallet gate, this means a regular inspection and maintenance regime, documented and carried out by a competent person.

 

What a competent person should check

A competent person inspecting a mezzanine pallet gate should check for the following at each inspection:

  • The counterbalance mechanism operates correctly throughout the full cycle, with both leaves moving smoothly and closing securely
  • The gate posts are secure and show no movement at their base fixings
  • The gate leaves show no cracks, deformation or damage
  • The pivot bearings are in good condition with no excessive wear or play
  • The counterbalance spring or weight is undamaged and functioning correctly
  • There are no gaps in the edge protection at any point during a simulated operating cycle
  • Gate load rating markings are legible
  • No unauthorised modifications have been made to the gate or its operating mechanism

Inspection frequency

PUWER does not specify a fixed inspection interval for pallet gates. The appropriate interval depends on the frequency of use, the operating environment and the specific equipment. As a general guide, a monthly visual inspection by a trained operator and an annual formal inspection by a competent person is appropriate for most industrial environments. High-frequency operations may require more frequent formal inspection.

All inspections should be documented, including the date, the inspector’s name and qualifications, the findings and any remedial actions taken. This documentation is required under PUWER Regulation 6 and should be retained as part of the site health and safety records.

Common defects and when to take a gate out of service

A pallet gate should be taken out of service immediately if any of the following are identified:

  • The counterbalance mechanism fails to close one or both leaves fully
  • A gate post is loose or has moved from its installed position
  • The gate leaf is cracked, bent or deformed
  • The pivot bearing is seized or excessively worn, causing the gate to bind or stick
  • Any gap in the edge protection is identified during the operating cycle

A gate that is out of service must be physically secured in the closed position and the pallet access point must be taken out of use until the gate is repaired or replaced. It is not acceptable to operate a defective gate with the expectation that operators will exercise additional caution.

Pallet gate or goods lift: which is right for your mezzanine?

The choice between a pallet gate and a goods lift is one of the most important access decisions in a mezzanine floor specification. They serve different purposes and are appropriate for different operational requirements.

When a pallet gate is the right choice

A pallet gate is the right choice where the primary goods transfer need is moving full pallets or large loads between the ground floor and the mezzanine, the handling equipment available is a forklift or reach truck capable of depositing loads at the mezzanine edge, the frequency of transfer is moderate and consistent with forklift availability, and the cost of a goods lift is not justified by the operational requirement.

A pallet gate is significantly less expensive than a goods lift, requires no electrical supply beyond the gate itself, has minimal ongoing maintenance requirements compared to powered lifting equipment, and has no weight or height restrictions beyond those of the handling equipment being used.

When a goods lift is the right choice

A goods lift is the right choice where a forklift is not available or cannot safely access the mezzanine loading edge, where the goods to be transferred are too heavy or awkward for manual handling but not palletised, where a high volume of frequent transfers is required that would be operationally inefficient using a pallet gate and forklift, or where the mezzanine is being used for production or assembly and a continuous supply of components is needed between levels.

A goods lift also allows goods to be moved between levels by personnel on foot, which a pallet gate does not. In environments where the upper level is staffed and goods need to be transferred without forklift involvement, a goods lift provides capability that a pallet gate cannot replicate.

Using both

Many mezzanine installations include both a pallet gate and a goods lift. The pallet gate handles bulk pallet transfers by forklift; the goods lift handles smaller or more frequent individual items.

The two systems are complementary and serve different transfer needs on the same mezzanine.

Where both are specified, their positions should be coordinated at the design stage to ensure the mezzanine layout accommodates both access points without conflict.
