A structural steel mezzanine floor requires very little maintenance by the standards of commercial building infrastructure. There are no moving parts, no consumables and no system that degrades continuously with use.

The structural steel frame, if originally designed and installed correctly to UKCA-marked standards, will remain serviceable for decades without intervention.

That said, periodic inspection is good practice and in some specific circumstances a legal requirement. Knowing what to look for, how often to look, and when to call a structural engineer is the useful knowledge for for any building owner or facilities manager with a mezzanine floor in their building.

Is there a legal requirement to inspect a mezzanine floor?

For the structural steel mezzanine floor itself, there is no specific statutory requirement for periodic structural inspection after the Building Regulations completion certificate is issued. However, three related regulatory obligations may apply:

Fire protection maintenance

If the mezzanine includes fire protection under Approved Document B, a fire-rated ceiling beneath the deck and fire-rated column casings, those fire protection systems require ongoing maintenance to remain effective. The fire-rated ceiling tiles and column casing integrity should be included in the building’s general fire safety maintenance programme. Any damage to the fire-rated ceiling or column casings must be repaired before the fire protection can be considered effective.

Fire alarm and detection systems on the mezzanine, emergency lighting and fire door hardware all require testing and maintenance at the intervals specified in the relevant British Standards: BS 5306 (fire extinguishing systems), BS 5839 (fire detection and alarm), and BS 5266 (emergency lighting).

LOLER requirements for goods lifts

If the mezzanine includes a goods lift, the Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) impose a legal requirement for periodic thorough examination by a competent person. The intervals are:

  • Every 12 months for a goods-only lift (one used solely to move materials, not people)
  • Every 6 months for a goods-and-passenger lift, or any lift where people might occasionally travel with the goods

The thorough examination is not the same as a maintenance visit. It is a detailed safety assessment carried out by a competent person who is independent of the organisation that maintains the equipment. The results must be recorded in a written report. If the examination identifies a defect that represents imminent danger, the lift must be taken out of service immediately and the relevant enforcing authority notified. Non-urgent defects must be reported within 28 days.

Building owners who have a goods lift on their mezzanine should establish a LOLER examination programme with a competent inspection body before the lift enters service.

Workplace Regulations and risk assessment

The Workplace (Health, Safety and Welfare) Regulations 1992 require employers to maintain their workplace in a condition that is safe and without risk to health. For a mezzanine floor, this means the deck surface, the balustrade, the staircase and the access systems must be kept in a safe condition throughout the working life of the installation. A periodic visual check by a competent member of staff is sufficient to discharge this duty in most cases, provided it is documented and any issues identified are acted upon.

Goods Lift (Where Installed) Every 6 or 12 Months (LOLER) A statutory Thorough Examination must be carried out by a competent person in accordance with LOLER, with a written inspection report retained.
Column Bases and Floor Fixings Annually Inspect for corrosion, cracking in the surrounding concrete and any signs of movement or settlement under load.
Emergency Lighting and Fire Detection In Accordance with BS 5266 and BS 5839 Carry out monthly function tests and annual full-duration tests for emergency lighting, together with routine inspection and testing of fire detection systems.

What a mezzanine floor inspection involves

A structural inspection of a mezzanine floor carried out by a structural engineer or competent specialist covers:

Visual inspection of the structural frame

The inspection begins with a visual examination of all accessible structural elements: column sections, primary beams, secondary joists, base plate connections and the connections between beams and columns. The inspector is looking for signs of corrosion, mechanical damage, impact damage from fork truck collisions, any signs of structural distortion or deformation, and the integrity of all visible bolted connections.

Particular attention is given to column bases at ground level, where condensation and contact with the floor slab can cause accelerated corrosion if the surface coating has been damaged. Fork truck impact damage to column bases is one of the most common findings on warehouse mezzanine inspections and should be repaired promptly, as the column base is a critical structural connection.

Balustrade and edge protection assessment

The balustrade is checked for structural integrity by applying a test load or conducting a physical examination of the fixings, post bases and infill panels. Loose post fixings, corroded base connections, damaged glass panels and deformed mesh infill are all common findings. Any deficiency in the balustrade that reduces its ability to resist the design horizontal load must be repaired before the mezzanine remains in use.

Deck surface condition

The deck boarding is checked for damage, delamination (in the case of chipboard), deflection between joists indicating overloading or joist damage, and any penetrations or cut-outs that have not been properly supported. Areas around pallet gate openings and staircase openings receive specific attention as these are locations where the deck is interrupted and trimmer beam connections need to be verified.

Documentation review

A full inspection should include a review of the original documentation: the UKCA Declaration of Performance, the structural drawings and calculations, and the Building Regulations completion certificate. If these documents are missing, the structural engineer needs to assess the installation against what can be verified on site. Missing documentation is a common problem on older mezzanine floors and mezzanines that have changed ownership as part of a building sale or lease transfer.

What to do if you have purchased a building with an existing mezzanine floor

If you have acquired a building with an existing mezzanine floor, the first step is to locate the documentation. You are looking for:

  • UKCA Declaration of Performance (or CE Declaration of Performance for pre-2021 installations) for the structural steelwork
  • Structural drawings and calculations
  • Building Regulations completion certificate
  • Load plate fixed to the mezzanine structure showing the design load rating
  • Any modification records if the mezzanine has been altered since the original installation

 

If any of these documents are missing, commission a structural inspection before relying on the mezzanine for operational use. An inspection will establish whether the installation is sound and what load rating can be confirmed from the as-built structure.

If the documentation is present and the inspection finds the structure in good condition, the mezzanine can typically be used without further action. If modifications are required, a new structural assessment and Building Regulations application will be needed for the modification works.

Signs that a mezzanine floor needs attention

The following are signs that a mezzanine floor should be inspected promptly by a competent person:

  • Visible corrosion on any structural steelwork, particularly at column bases, beam-to-column connections and base plates
  • Fork truck impact damage to any column or base plate, however minor in appearance
  • Loose or missing bolts at any structural connection
  • Visible deflection in deck boards or joists under normal loading
  • Movement in the balustrade when loaded or pushed
  • Damaged fire-rated ceiling tiles or column casings that have not been repaired
  • Unauthorised modifications to the mezzanine structure, such as additional penetrations, added fixings or alterations to column or beam positions
  • Any significant change in the way the mezzanine is loaded, such as installing heavier racking, different pallet configurations or new equipment

A structural steel mezzanine floor is a robust, long-lived structure when correctly installed and maintained. Most of the issues listed above are straightforward to repair if caught early and become significantly more complex if left.

Frequently asked questions about mezzanine floor inspection and maintenance

There is no statutory requirement for periodic structural inspection of a mezzanine floor after the Building Regulations completion certificate is issued, other than for goods lifts under LOLER. However, good practice is an annual visual inspection of the structural frame and bolted connections, a six-monthly check of the balustrade and staircase, and a three-monthly check of pallet gate mechanisms. The fire protection systems (rated ceiling, column casings, detection and emergency lighting) should be maintained on the schedules set out in the relevant British Standards.

A competent member of facilities staff can carry out routine visual checks of the balustrade, staircase, deck surface and fire protection systems. A structural inspection of the steel frame and connections, or an inspection following impact damage, modification or a change of use, should be carried out by a structural engineer or a specialist mezzanine floor company. LOLER thorough examinations of goods lifts must be carried out by an independent competent person.

There is no legal requirement for an annual inspection of the structural mezzanine floor itself. However, an annual check of the structural connections, deck surface and column bases is recommended as good practice. Goods lifts require annual LOLER examination (or six-monthly if used to carry people). Fire protection systems require maintenance on the intervals set by BS 5839 and BS 5266.

The key signs are: corrosion on structural steelwork especially at column bases and connections; fork truck impact damage to columns; loose or missing structural bolts; movement in the balustrade when loaded; deflection in deck boards beyond normal; damaged fire-rated ceiling or column casings; and unauthorised modifications to the structure. Any of these should trigger a prompt structural inspection.
